The political nature of states and of the relations between states, have always implied that power is at the very root of regulation, even when it concerns apparently technical issues. The introduction of an industry standard for electrical household appliances or for manufacturing equipment, entails the prospect of rapid expansion for the economy already geared to that standard, and adjustment and adaptation for the economy that is not. The legal owner of the patents on which the standard is based, gains an income through licence and other fees. However, power is not determined solely through relative costs. The adoption of the standard also transmits a range of social relations in which the standard was originally embedded.
The coming of the mass-produced automobile under the Ford system in this way prescribed, in addition to a particular set of specified spare parts and maintenance routines, a restructuring of supply industries and ultimately, a particular life-world of city-centred mobility and extensive use of space. The ‘Americanisation’ of western European society from the 1920s on, therefore was simultaneously a social, economic and political projection of power over Europe.

Within this larger frame, the growing density of regulatory arrangementsand technical prescriptions gave rise to a class of specialists, both managersand technicians, who idealised the notion of a politically neutral, ‘technocratic’ governance of regulation.
